MEMORANDUM OF UNDERSTANDING BETWEEN SHTP AND INTEL PRODUCTS VIETNAM. HCMC Aug 14,2007 – Saigon Hi-Tech Park(SHTP) and Intel Products Vietnam (IPV) signed the Memorandum of Understanding (MOU) on business ethics and code of conduct (CoC). Since prevention and fighting against corruption lays center in the action plan of the Government of Vietnam and of the City People`s committee in order to create a transparent and efficient environment for business, the MOU signing between SHTP and Intel, a world business leader in high tech sector, is considered as a significant milestone to support and concretely implement the Prevention and Anti-Corruption Law of Vietnam. “The MOU will not only pave the ground for other tenants to follow but also tighten the business relation between HCM City and international business community”, which contributes to enhance the Park`s competitiveness in the long run” emphasized Mr Mai Nguyen, President of SHTP. Being the event`s keynote speakers, Mr Keith Fairfax-Consulate General of the United States of America in HCM City also commented : “ The commitment of Intel and the Saigon Hi-Tech Park to a code of conduct carries a powerful message that even the most competitive firms in what may be the world`s most competitive industry agree on the need to compete fairly and ethically. This commitment to ethical business practices matches the goals of the Government of Vietnam and the Government of the US perfectly. I hope that this commitment serves as a model that is duplicated all over Vietnam, helping to create a more open economy and society.” The MOU signing is another effort by both SHTP and Intel Products Vietnam to multiply the spill-over impacts of Intel`s presence in Vietnam, starting with several initiatives with relevant government agencies, followed by educational programs with local universities to community activities and contributions to district 9. Since early 2007, the highlights included the Walk for Education Fund recording the attendance of thousands of students and local youths and the Intel`s coaching of the local customs bureau to run Rosetta, an electronics database to clear import shipment at real time. In November, 2006, Intel announced its $US 1 billion project to build its simple largest among all intel wordwide A/T facility in Vietnam. Construction is undergoing and is expected to finish by early 2009 so that the facility could be up and running by the second quarter of 2009. The facility will provide up to 4000 jobs and the export revenue will be $5-6B per year. SHTP VISIT TO AIR LIQUIDE`S FACTORY IN SINGAPORE SHTP sent a team to Singapore to study the facility of Air Liquide from August 15th to 17th, 2007. The 3-day visit was to study the construction methods and safety practices being used at the corporation`s air separation plant for the Park`s reference in its decision to admit Air Liquide`s project into SHTP.Being one of the leading industrial gas suppliers in the world. Air Liquide`s investment is considered a key project for SHTP since it will supply gas to the Park key tenants such as Intel Products Vietnam which consumes gas heavily.Accepting the project is also a part of the Park`s effort to develop its utilities infrastructure in order to support Intel`s manufacturing facilities in particular and to enhance the Park`s competitiveness in general.Following Intel`s decision to enter Vietnam, other high tech leaders are eying Vietnam as a good location for their coming investment.

The trip is part of the Minister’s agenda in the South of Vietnam to update the progress of several focal national projects in Hochiminh City and its neighboring provinces. SHTP President, Mr Mai Nguyen, briefed the delegation on the Park’s recent development including its achievements in attracting high tech investment, in research and development, training and incubation. Mr Ninh and the City leaders hailed SHTP’s efforts in promoting Vietnam’s profile in the world’s high tech map, contributing to move the country up the global value chain. The meeting also offered SHTP an opportunity to share with the delegates the Park’s challenges in meeting its goal of becoming a technopolis by 2010. Center of the difficulties include the land clearance and relocation and availability of quality labor force to meet up with the Park tenants’ increasing demand. The Park’s success in landing high tech leaders such as Intel, Nidec, Jabil Circuit has indeed brought about both numerous opportunities and enormous challenges in making the land and infrastructure ready for the prospective investors. Over the visit, Mr. Ninh is not only impressed by SHTP tremendous changes within a short period of time since its inception but also learns more about the on-site conditions. As a result, he pledges to join hands with the city authority to foster development process of the project by making drastic and most effective solutions to help SHTP overcome both the immediate and long-term obstacles. The workshop is the continued effort by SHTP and its partners in the long term strategy to grow the high tech supporting industries in Vietnam, starting with the value chain of its key tenants including Intel and Jabil Circuit. Another important portion of the trip was the delegation’s meeting with Malaysian Venture Capital Management Behad (MAVCAP). Established in early 2000 by Malaysian government, MAVCAP has a mission to promote the country’s venture capi- From September 16th to 19th, 2007, SHTP sent a delegation to Malaysia in a mission to promote collaboration with Malaysian Small and Medium Size Enterprises (SMEs). The key part in the 4-day trip is to attend the CEO roundtable seminar in Penang titled “A strategy for Malaysian Semiconductor and Electronics SMEs to participate in Vietnam’s explosive Growth” to explore the opportunity for networking between Malaysians and Vietnamese SMEs in this sector. Deemed “The Silicon Valley of the East”, Penang has witnessed the spectacular rise of its local enterprises since several high tech MNCs such as Intel, AMD, Bosch, Hitachi and the likes arrived in the early 70s to transform the island into their manufacturing hubs. As a result, the island’s 30 years of accumulated experience in semiconductor and electronics industry, which has nurtured many supporting industry, opens the possibility of close cooperation between Penang SMEs and SHTP where high tech MNCs started to tal industry. Running a Fund of $ US 300 million in size, MAVCAP is the biggest technology fund in Malaysia who has invested directly and indirectly via its partners so that the whole industry will be developed aggressively to meet up with the increasing funding demand of the local ICT enterprises. Vietnam starts to gain the Fund’s attention when the country has emerged as the new site for high tech activities while the country’s explosive stock market opens numerous opportunities. Meeting with SHTP, being one of the only two national high tech parks in Vietnam, and is within the process of setting up its own venture capital Fund, offered MAVCAP a good chance to co-invest in potential deals in Vietnam as well as to get to know a good local partner for the Fund’s investor firms to anchor prior to their listing in Vietnam’s stock exchange. SHTP TRIP TO MALAYSIA SHTP leaders presented Mr.Ninh and City leaders the Park’s Master Plan SHTP visit to Jabil Circuit’s facility in Penang SHTP team at investment seminar in Penang, Malaysia GES Vietnam, a member of Global Equipment Services & Manufacturing Inc (GES), received the investment certificate from SHTP on July 12, 2007. With the total investment of approximately $US 36 Million and will be developed on an area of 6,000 square meters, GES will set up a semiconductor technology center in the Park to provide maintenance and design services and manufacture semiconductor equipment to cater for the needs of the Park tenants, particularly for semiconductor manufacturers. The technology center is expected to be operational in September 2008 and would employ 500 skilled workers including engineers and technicians from technical colleges and universities in Vietnam. GES’s global strategy is to expand its presence in Asia, particularly where the semiconductor industry is growing fast such as Korea and Japan. GES’s entry to Vietnam marks the first step in the company’s long term engagement in the country to supply its services to many semiconductor manufacturers who are considering Vietnam their next stop. The move is also part of SHTP’s development strategy to grow the industry’s local supply chain which was promoted vigorously following Intel’s start of construction of its chipset facility in early 2007. To sustain its long-term investment in Vietnam, On July 24th 2007, QSIC VIETNAM (Quality Systems Integrated Corporation) broke ground its investment project at I3-6 plot in Saigon Hi-Tech Park (SHTP). Developing on an area of 8,500 square meter with the committed investment capital of US$ 6 million, QSIC Vietnam specializes in design, production and assem- QSIC will establish additional factories in other localities and at the same time joint-venture with domestic companies in the related sectors. Construction at the site will start on October, 2007 to allow the factory to get up and running by October 2008. Once operational, the labor demand will be around 640 people including 610 local workers and 30 foreigners. MOU BETWEEN SHTP AND CHUNGBUK TECHNOPARK MOU, SHTP R&D Center will technically support all Korean companies for all formalities when applying for joint venture funding nationally and internationally. Korean companies are also entitled to tax incentives offered by the government to high tech projects once they are admitted to the Park. Moreover, the R&D Center will propose to the Board of Management of SHTP to facilitate Korean Companies to lease real estate in order to build assembly and manufacturing buildings in the hi-tech supporting zone within SHTP, or within an appropriate location. This MOU shall be in force starting from the signed date and be valid until signing a temporary contract collaborating in research, development and production in all related hi-tech businesses. On Sep 4th 2007, Saigon Hi-Tech Park (SHTP) and Chungbuk Technopark have signed the Memorandum of Understanding (MOU) for cooperation in the fields of research, development and production in which semiconductor is considered a priority sector. The MOU will expectedly bring about mutual benefits in all hitech businesses.
